Split Second Delay Opening Windows, Folders, Etc in Windows 7 Pro 64

Hello, I am new to the forums as I have an issue that I can't find an exact match for after extensive searching. I just created a new build that I am positive is not the culprit hardware-wise for the issue that I am experiencing. This is my first Windows 7 (Professional 64-bit to be exact) system that I have built. My other PC is running Windows Vista 64-bit.

My problem is that there seems to be a very small, split-second delay when clicking in windows explorer on the new machine. Almost like I can hear the mouse click before the window even opens. This happens with general tasks like opening 'my computer', 'control panel' and any folders. It seem like a Visual/GUI problem with Windows 7, as the HDD is not working hard and once the folder does pop up, all thumbnails are completely loaded. It is just that initial delay after clicking that is bothering me.

In Windows Vista on my slightly less powerful machine, everything opens instantaneously and I really loved that when I first built it as it was such an improvement to my previous computers. But this new computer with Windows 7 seems to be a small step back. It's just bothersome as it seems clearly to be an OS/visual issue and nothing to do with any kind of bottle neck. Again, this is a very small issue that a lot of people would not even notice, and general performance has been great, but I would still like to figure out why it is not instant like Vista. Could there be an option or process that needs to be changed? Your help would be greatly appreciated.


FYI, the specs for the machine are:

Core i7 2600k stock speed
16 GB G.Skill DDR3 1600
ASUS HD 6870 DirectCU
Gigabyte GA-Z68X-UD3H-B3
1 TB Samsung Spinpoint F3 HDD x2
Corsair 650W Professional Series PSU

Also, I am running Nod32 anti-virus, NOT smart security. But this is also being run on the Vista machine and I have never had any issues. It makes no difference whether it is running or not. No other such programs are running, and my startup programs are as few as can be.

Mouse is MX518 without any special drivers, just the basic auto ones, if that matters. (But this is also that same as the other machine)
