Windows 7: optimising online time

optimising online time

Since I have the option of purchasing 5 hours a day (150 hours a month) of data download from Three Mobile Internet I wonder is there a way to set up Windows so that it is set to offline browsing as a default and just connect to the most up to date pages when absolutely necessary.
That would allow me to browse web pages for longer that the time that I was actually online.
However , if it became fiddly and I was forever switching between offline and online I don't think it would be worth doing....
