How do I clean install without discs?

Is this even possible. I thought I had made discs when I got my laptop but I cannot find them anywhere.
I have tried the f8 thing but only get a windows didn't close properly message.
I have tried the start +0 button and it goes to the same message. I have a repair disc and have done a full back up and removed all my files I don't want to lose.
Previous dramas with HDDRECOVERY partition seems to have caused further problems I think.

    appreciate your help

       Information
We always assume you have made your Recovery Disks using the OEM manufacturer's Recovery Media Creator app the first day you had your new PC.
& made the Startup Repair CD.

Did you make the OEM manufacturer's Recovery Disks?

WARNING: Do not add any DATA to the Toshiba HDDRecovery partition, adding DATA to this partition makes the Recovery unusable.
