Usable memory is a calculated amount of the total physical memory minus "hardware reserved" memory.
This is straight from Microsoft btw. http://support.microsoft.com/kb/978610 | My System Specs | | Computer type Laptop System Manufacturer/Model Number Asus G74Sx OS Windows 7 Home Premium x64 CPU Intel i7 2670 Qm @2.20 Motherboard AsusTek G74Sx,1.0 Memory 16 GB DDR3 Graphics Card Nvidia Geforce GTX 560M -2040mb Monitor(s) Displays Generic Screen Resolution 1600 x 900 Hard Drives Crucial M4 128 gb SSD Internal/ 500gb Western Digital internal @ 7200 rpm (love the dual internal drives!)

Yup. I would guess your system reserves 128 MB for video.
edit: with a 64 bit OS and dedicated video ram on the GPU card the memory could likely be remapped. But I'm guessing the video chips on your system are using system memory for video. A PC I used to have with video chips actually only had 8 MB of video memory on the chip. For the rest it just used my system memory. | My System Specs | | System Manufacturer/Model Number HP Media Center OS Windows 7 32 bit CPU AMD 5200+ dual core Memory 2 GB Graphics Card NVidia GeForce 6150SE 128 MB Monitor(s) Displays CRT Screen Resolution 1280x1024 Keyboard PS/2 Mouse PS/2 Wheel Mouse Hard Drives 500 GB Sata internal :

According to one memory supplier, your computer should be able to handle a maximum of 8GB RAM. Computer memory upgrades for Lenovo ThinkPad G560 Laptop/Notebook from Crucial.com
Since your specs indicate you're using Windows 7 Ultimate 64-bit, if you max out your RAM, turn off hibernate, etc. you should be able to use about 7GB out of the 8GB. RAM prices are fairly cheap these days and you might find a better bargain. You might also find this Technet article helpful. No, the system will always have some hardware or video reserved memory. Of course you can add RAM too but the system will still use some.
