1 startup (the AV program) is enough. Get rid of the rest.
are you using Snipping Tool to get the screen capture ?
if not please try it .it should be in your start menu and if you have 23 programs running at startup thats where you speed is going. but we need to see that startup list so we can see what you can disable..

23 checked programs in Start-up! Wow. Shouldn't normally be more than 5 or 6.
Please uncheck them two by two except for the A-V and Firewall and keep restarting again and again till the booting process normalizes. This shall also identify the programs that are causing havoc on your computer.
I hear what all of you are saying, and will knock off what I really dont need at startup.
But will this also help during my computer running slow after startup ?
The booting time is heavily start-up programs dependent. Each program takes time to load thus increasing the booting time. Therefore the fewer the start-up programs the quicker the booting.
if you remove most of the programs you have in the startup then thay don't start so thay don't use any cpu/memory there for your system should run much faster.

I have thinned out the start up to what I really need.
But my question is will this resolve my problem of my computer running slower as

i think the best thing you should do at this point is to do a clean install again and stay away from Tweaking.com and all the other apps that your loading and see how your system runs without all that.
