Windows 7: RAM and speed issues

Hi! I just bought a laptop with 6 gig RAM and it is saying only 1.74 is usable. The computer is also very slow at loading any programs or doing anything at all. is this because of the usable RAM or some other problem? How do I fix it if possible?

Make and model number of computer?

Since it's new, return it for one that works correctly.

Thanks a lot for the help! I think I soled the mystery. It sounds like a faulty RAM slot since both modules read properly in the top slot and none of them are being read in the bottom slot. I'm going to take it back and see what they say
