Windows Experience Index and E5200 processor

I am wondering why this kind of processor gives me only 3.8 score.
I've seen somewhere that this processor can do a score between 5.10 and 5.70 WITHOUT overclock.
So, whats wrong with my processor?
It can be because I have SpeedStep feature enabled?

That processor is on the low end of the scale, in terms of performance, but that number does seem low. I've seen systems that run WEI while the proc is in a low power state, resulting in low scores. However, as long as the system is performaning normally, I wouldn't really worry about it. WEI isn't really a benchmark, and is all but useless.

SpeedStep feature was the problem, I re-run the assessment without it enabled, and now it looks like this:
I enabled it back after I did the test.
