Windows 7: processors not clocking at proper speeds; energy saver won't turn off

processors not clocking at proper speeds; energy saver won't turn off

i've been racking my brain for the last few days over this and have hit a wall. i have been using my computer no problem up until this issue. the power options have always been set at high performance. but now anytime i use the intel programs to monitor my CPU speed, it always reports back that i'm only using about 25% of my processor. i then go into power options, check that it's still in high performance, and it is. when i run my games on it the processors will switch back and forth quickly between high performance and energy save mode. eventually energy save mode wins over and i'm forced to use only a small part of my processor. something is obviously wrong, please help.
