Restore points being deleted & Can't defrag Recovery?

So 2 problems if you guys can help,

First is my restore points keep being deleted its not on every boot up it seems to be just random, I thought maybe it was CCleaner or Disk cleanup doing it so I ran them like I usually do and the point I just manually made is still there.

So I went into the System Protection and it says the OS (C: ) (System) is Protected with 1% (10.00GB)

But it Also shows recovery saying its not protected with max Usage 0% would I have to up that and turn on protection to stop them from being deleted? or just leave that alone

My Second problem not so much problem just annoyance is in disk fragmenter it says the recovery disk is 2% fragmented and whenever I click Analyze or Defrag the screen just flickers and ignores it. Is that a problem or Should I just leave the 2% alone?
