Language switching by shift+ctrl is too slow

Hey guys,
I wonder if someone did encounter following problem:
After pressing shift+ctrl, it takes a few seconds before language actually switches.

So I'm typing in Russian & English languages, and very often after I switch language and then start typing, first 1-2 symbols are in previous language. For example:

>> Выключи ылype (I thought to type "skype", but language switched too slow and first two letters were typed in previous language)

Anyone has an idea what to check\how to fix this? I.e. maybe raise a priority of some process?

I've got windows server 2008 R2 with all updates applied.
I have quite a powerfull PC: Core i5 650 and 8 GB of RAM, so this is not the source of problem

How many languages are installed? The more languages installed, the longer any language operation takes (including updating them with patches and service packs). I'm not sure that has anything to do with it, of course, but if you've got 5+ languages installed, it could be. Otherwise, perhaps reviewing a process monitor log running to capture the language switch might give you an idea what the system is doing at the time.

Can't bind programs to ctrl+shift+(key)
I try to bind Photoshop to ctrl+shift+P and it doesn't work. I can use ctrl+alt+P but that requires to hands as I push ctrl+alt with my left ring finger and index finger. When I use ctrl+shift I use my ring finger and middle finger to press them while using my index to push the third key. So I'm...

ctrl + c & right shift + c broken
I have absolutely no idea how I managed to break these two combinations. StickyKeys isn't enabled. Any other key combination works. I accidently hit the sleep mode button (on keyboard) I assume that broke shift + c, but ctrl + c wasn't working before. I'm desperate; searching the web for...

shift & ctrl not persistent when held down
Hello, I am having a very strange behavior. When I press and hold the SHIFT key, it will not persist. For example, if I wanted to type a row of "*", I press the shift key and hold it, and it will type "*****888888". This happens on the laptop keyboard, a USB keyboard I attached, and the on screen...

Shift+Del somehow became identical to ctrl+v?
Hi. In the last couple of weeks, I've noticed that using shift+del in text input areas, such as Notepad, OOo Writer, browser text fields, etc - pretty much anywhere I can input text - shift+del is acting identically to ctrl+v. I don't know why this is occurring and I want to make it stop. I have...
