You have Toshiba Tech Support on the laptop for the first year, as well as a full parts and replacement warranty.
I would use it to patiently have them help you sort the issues until you have it working as you want or replaced. You can learn a lot about your computer this way.
We can also help you Clean Reinstall - Factory OEM Windows 7 which is a superior install to the bloatware-ridden Factory Presintall. However Toshiba tech support will likely not support a Clean Reinstall so if you need their help or warranty replacement you should not tell them you have done one, and be sure to make Recovery DIsks ahead so you have two methods to run Factory Recovery if you should have to send it back under Warranty.
But the most important thing you can do whether you keep the factory Preinstall or Clean Reinstall is to stop tweaking it or running optimizers or anything other than the built-in tools and methods described in these tutorials:
