As far as I know, a CPU doesn't decrease it's clock speed in a hot environment, but there are preventative measures that keep a CPU cool like AMD's "Cool n' Quiet" tech, I know Intel has something similar but I don't recall the name.
But if a CPU becomes too hot it will shut itself off to protect itself resulting in a BSoD (Blue Screen of Death) or a sudden shutdown without you seeing the BSoD at all.
Many modern systems throttle the CPU down if it gets hot to prevent overheating. So, in a way, yes, the environment does influence the core speed.
As mentioned, they do to protect themselves. If you are getting to that point, however, it's time to look into better cooling, or to make sure your HSF is seated properly and your case cooling is working.
By their very nature and design, laptops can run hot, sometimes too hot to place on your lap. Because their electronics are packed into a very small space with limited airflow, the heat produced can soon build up and can, if not dissipated through the laptops restricted cooling system, reach such a level whereby problems can result. To mitigate this, ensure that all vents are kept clean and that you do not block them whilst the laptop is in use, as it relies on a free flow of air through these vents in order to provide the cooling.
One of the main problems with cooling, and this applies to all systems not just laptops, is that it essentially relies on the transfer of heat from the warm air inside the PC to the cold air outside. Unfortunately, in some situations (such as in deserts and other hot places), the exterior air can be quite hot and can, in some cases, be close to the temperature which exists inside the computer. Although cooling will still work, because the differential in temperature is low (or zero), it will not be as efficient.
