Is there a way to automatically manage affinity settings?

Like this, say I open three single thread applications which will use as much cpu as they can get ... Is there something I can use to automatically spread the load out over the cores?

Like this, say I just open those three programs. They're all three trying to use cpu0 and it's at 100% usage, the rest of them sit there looking stupid.

How difficult can it be for the o/s to know to assign them this way:

Cpu1 Program1
Cpu2 Program2
Cpu3 Program3

That way, cpu 0 which gets all kinds of requests from everywhere isn't 100% loaded and each program that's using a lot of cpu gets onto its own idle core

Then you're using 75% of the cpu power for the programs (instead of 25%) WITHOUT loading up the first core

Is there not a program made for this, for the love of God??
