Stuck On 'Starting Windows' Screen - Windows 7

Hello,
I have a Dell XPS:
Intel i5 processor
4GB ram
Nvidia 1GB graphics card
When ever I turn my computer on it is always stuck on the Starting Windows screen and when I try and do it in safe mode it works but was I am signed in all that shows up is a black screen with Safe Mode in each corner. I have also tried start up repair but it says it can not find a problem or it will just continually search for a problem (waited 4 hours then I just turned it off)
Can anyone help me fix this problem?

In response to your recent query regarding delay in start up Try the follwing steps given below

Restart the system.
　
At the Dell logo screen, press <F12>.
Note: Some systems do not have an F12 key, to access the boot options you have to press the <0> (zero) key at the Dell logo screen.
　
At the One Time Boot menu, press the <Down> arrow key to highlight Diagnostics, then press <Enter> to begin PSA.
　
Kindly make a note if any error codes listed and then reply back.

Error code 0142
MSG: error code 200-0142
MSG:hard drive 0 - self test unsuccessful. Status 70

appeared, I am still running tests though

I am going to bed now so can I post any other errors tomorrow? And if I do will you look at them?

As per the Error code 0142
It is the Hard-drive failure,if your computer`s hardware is in warranty the hard-drive can be replaced.
