MSCONFIG shows only a small subset of your startup items: use "autoruns" instead, but be careful what you shut off.
Three minutes means you have a problem and an SSD won't make much difference unless your HD is hosed - defragment it for a slight improvement.
Though I haven't used it in a while, there is software that will chart your boot process and show you where it's wasting time (like Soluto Analyzes Windows Startup to Give You a Faster Computer
? - I haven't used this particular one). There's also a primitive, overly complicated way (the MS way!) to do something similar with event viewer: Event view boot time
