Sure, but these will be guesses.

    - Go into your NIC properties, Power Management, ensure that "allow the computer to turn off this device to save power" is NOT selected.
    - Go into the Advanced settings, and turn on Flow Control (or turn it off if it is ON). I would normally advise to have it off when online gaming, but turning it on may give you a more consistent latency rate.
    - Ensure "Interrupt Moderation" is off.
    - Try different duplex settings. This setting can have a big impact on latency, and it is not always obvious which one to choose. By default, you probably have it set to auto-negotiate. Normally you would want the fastest full duplex available for your NIC, but I have seen instances where setting it to fastest half duplex greatly improved ping times.

    Good Luck!

Start updating drivers of everything, from soundcard, nic, video, etc.

    I've updated everything I could.

Do you think performing a clean install could fix the problem?

Can you clean install from a USB, or does it have to be a CD?

Always do a clean install when you can to avoid issues like this, its always easier to track down any problems (if any) after a clean install. It only takes 10mins to install from a USB Stick!!

So, I did a clean install, updated all my drivers, and I'm still having latency problems.

Specifically with a game called League of Legends, if that makes any difference.

Those setting are for a wired ethernet connection im running wireless right now.

and I had no problem staying at a constant 19 ping with no spikes, wireless, while I was on Vista.

Ahhh, didn't realize this was wireless!

OK, that may actually make it easier. Have you tried this :

Control Panel -> Power Options, click "Change plan settings" for whichever power plan you are currently using. Then "Change advanced power settings". Scroll down until you see "Wireless Adapter Settings" and then "Power Saving Mode". Change whatever it is to "Maximum Performance".
