Can not do "Rate this System" in the WIE and computer plays up.

This is my first post so please tell me if I need to provide any extra information. Also, I'm not great with comptuers so please use "N00B" Friendly language and clear instructions =)

As the title says i can't complete the System Rating that comes with Windows 7 (I have Windows 7 Ultimate x64 with SP1), I get to the part of the Windows Experience Index Rate this System where it says "Assesment Complete" Then it comes up with a Windows Error message, which never manages to load before the system freezes - the mouse is still responsive however Ctrl+Alt+Del takes about 5 minutes to respond and when it does the screen goes black and comes up with a message giving me the option to click ok, and when i click ok it takes me back to the frozen system. Also sometimes when i am downloading and installing things, mainly installing i have the same problem as above (the freezing and irresponsive Ctrl+Alt+Del. Through some research things seem to point towards a Hard Disk fault so I am going to provide some information with things i have previously done with the Hard Drive.

This Hard Drive is new, When i was first installing Windows 7. Windows couldn't Identify any Drive to Install Windows onto so I researched it and was told to do this - Which fixed it.
-run diskpart command from a prompt.
-Then each of these commands, followed by the enter key after each one.
-list disk (to show the ID number of the hard disk to partition, normally Disk 0)
-select disk 0 (change 0 to another number if applicable)
    -clean (this deletes all partitions)
-create partition primary size=80000 (creates a partition with 80 GB space; to use the entire disk as one partition, omit the “size=value” parameter switch; use a similar command to create more partitions if needed or create in Windows 7 after installation)
    -select partition 1
    -active
    -format fs=ntfs quick
    -exit

Please Help I am also currently running a "dskchk /f /r" which is on Stage 5 of 5 24 Percent Complete (15715454 of 102998942 free clusters processed) and at the rate of 1000 Clusters every 6 seconds I've calculated it will take about 6 days to complete, should I Stop it? It's also making a weird buzzing sound while It's doing this.

how fast does normal chkdsk take without the /r and is that error free?

hdd/ssd issues can cause the OS to appear frozen (as I found out yesterday on my ssd) and a unpartitioned hdd should still show as available in the windows installer so thats a warning flag as well.

is pointing to your hdd or hdd related issue such as maybe your hdd controller, graphics card is possible culprit. I dont think its ram or cpu.

also try to pinpoint where the buzzing noise is coming from, moving your ear around close to the pc with an open case.

    aarondek,

    The noise bothers me.

Put SeaGate Tools for DOS on a CD.

run the SeaGate Tools extended test.

Should i first wait for this dskchk to finish, its still only on 33%, if is there a special way of ending it because i've read that turning the computer of during chkdsk can damage it.. And the noise appears to be coming from the Hdd.

    Cheers

Patience. On a large disk, a chkdskk can take a long time.

What I would do if the disk was mine:

    1. Abort the program. How is your call.
    2. Test with the Seagate Tools for Dos CD that I'd made.

Notice: I am NOT telling you to do this. I accept no responsibility for any of your disk problems.

Think i'll leave it for 4 more days =) rather avoid problems, if this dskchk doesnt work i will do what you said, that way i avoid any damage the the hard drive by interrupting it or whatever it's called.
