Computer slows down when downloading

Hello,
So I my pc recently crashed and when I reinstalled my windows things have been running slow. I have plenty of space and am running on 6gig memory but it still moves slow (especially when I am transfering files). My specs are as follows:

Processor: Intel(R) Core(TM) i3 CPU 530 @ 2.93GHz 2.93GHz
Installed memory (RAM): 6.00 GB (5.87 GB usable)
System type: 64-bit Operating System
Pen and Touch: No Pen or Touch Input is available for this Display

I'm not too good with computers so any help would be welcomed...Thanks in advance :-)

P.S. When I checked the task Manager for the processes the CPU usage was between 0-2% while the physical memory was between 29-29%

1)Was the source of the crash found and fixed/mitigated?

2)Was the reinstall from image or the full works? Default settings may have the OS working hard to get up to speed (to just before the crash). If from image, security may also be taking a fresh look at the status quo.

Task manager doesn't always show what's going on behind the scenes. One time, hard drive activity was going on and that's all taskman would show! Moving the mouse cursor did not pause or stop the activity. It kept going until it was done.

I highly doubt the source was found and fixed. I'm not too good with computers so I had a friend of mine reinstall my windows for me (dont know if it was the brightest idea) but the istallation was from the full works. (Sorry if i'm not being much of help) Would there be anyway to check if the source was fixed and would there be anyway to fix it?

After a crash, the OS would create a crashdump log offering a clue as to what may have caused the crash. If your friend did not investigate, then that info is lost until another crash occurs.

What is your PC security situation? Are scans coming back negative? Certain malware can cause crashes and stick around after a reinstall.

Also, what do you mean exactly for "running slow" or "slows down"? Is it expectation exceeding reality or something funky going on? As an example, if a folder contains more than 40 files, explorer.exe takes an uncomfortable few seconds to finish its job. If the files are program executables, add another few seconds for the unique icons to show.
