So this is my uncle's laptop, and he said his laptop have been slow for quite a time, after I scanned his laptop by microsoft security essentials, didn't find anything bad, and the cpu is still 100%, here's the screenshot for it. Hope some could find a problem for me

Your post doesn't really tell that much apart from your uncle using MSE as the AV.
The posts above are really good but rather than go straight in with "optimising this and that" l would start off with the basics first.
If you haven't got them already, download the following free software -
CCleaner
Glary Utilities 1 click maintenance
SuperAntiSpyware
Malwarebytes
I'm not sure whether l'm allowed to post links to these but you'll find them via google anyway.
Before you run each one, check for their updates first.
Once you've run them, and they have "done their thing", you can either choose to keep them, which is
advisable, or you can remove them via the control panels remove programs option.
Then go to start, type in msconfig, and select the msconfig entry.
When you get the System Configuration Panel up, select the startup tab. The only tab that really needs to be ticked for now is your AV. Uncheck all others, select ok, and you'll probably need to reboot.
After all of that, then see how your uncle's laptop goes!

You don't need a bunch of programs to start off with...The bolded part above is a good start, which is also mentioned in the tutorial I linked above.

Malwarebytes free is a good malware scanner,

Malwarebytes : Malwarebytes Anti-Malware removes malware including viruses, spyware, worms and trojans, plus it protects your computer

Totally agree with you Derek, wasn't trying to be awkward and l've even used the links you suggested myself.
What l was trying to say was that because there may be a load of cr*p on the computer, as this would definitely slow it down, l would have gone with my suggestions first and then followed up with the remainder of your lists as it may save time. Just a thought?
Just to digress, surely the svchost.exe entries that Kevin is worried about are sort of irrelevant as they do not show what dll libraries are bundled up within each one. Therefore it boils down to tailoring the up and running services.
I'd still go with just a clean up first, as well as the msconfig file adjusment, and then post back screenshots after that.
Kevin is obviosly going to try everything out, so we'll see how it goes
Regards

First thing I would do is open up msconfig and uncheck the boxes to what I don't need at startup. You can enter msconfig by holding the windows key and pressing R at the same time.Once in run type msconfig and it should bring up msconfig after you press enter or click ok. Once in msconfig go to the start up tab and you should have a list of what comes at start up.Uncheck the boxes to programs you don't need at start up then do a reboot of the system and you should have less programs starting when windows logs in after the restart. Anyways that's the first thing I would do if i had a cpu throttling to 100% usage.

Did you try the clean boot?

No problem, I think the clean boot method would be a better start myself.

Ccleaner is fine, but it is not going to speed up his computer.

Glary is completely unneeded as are all optimizers.

Better to narrow down what is using up the CPU with what is built into windows...msconfig.

Now l must be going a bit bonkers here?
Are you serious Derek?
Since when are CCleaner and Glary 1 click maintenance optimizers? They are nothing of the sort!
CCleaner CAN AND WILL definitely speed up the computer, it is a known fact surely not? If you have a lot of junk files that need to be read through, then CCleaner gets rid of them.
Not to be confused with other Glary Utilities, Glary Utilities 1 click IS NOT an optimizer. Where did you get that idea from?
True, it is not essential, but it sometimes just gets rid of a bit more than CCleaner does, and in one click.
Both programs can "tweak" the registry which again is not really essential as W7 does a pretty good job, but W7 is not the bees knees. Once in a while, a registry check will not go amiss.
Services are possibly and no doubt the problem, but surely getting rid of the junk files first and tidying the computer up would be the easiest thing to do and should be the first on everyone's list of to do's?
We obviously agree to disagree, but at least we both agree on the msconfig file (hoorah).
Let's see how it goes

No microsoft services aren't the problem.

Did you click the button to hide all microsoft services?

Did you do step 3?

3. Click on the Services tab, check the Hide all Microsoft services box, check only half of the listed Services check boxes, and click on OK.
