Processor speed reduced

Note that Desktop Pentium 4 does not have speedstep technology so even if you choose power saver mode, the processor will still run at its normal frequency. I believe that speedstep was only available on Pentium M back then.

There are 2 possibilities that I can think of.
1. Throttling due to overheating (Most Probable cause). Clean the fans, heatsink and repaste CPU. You are probably using the original thermal paste. It might have lost its thermal conductivity a bit leading to throttling.

2. You underclocked/undervolted the CPU (least probable cause) in the BIOS. If #1 didn't work, try to reset the bios to defaults and then update the BIOS.

Your processor is dangerously close to being fried! Critical temperature for most Intel Processors is 100 degrees Celcius. After that CPUs throttle a lot (this is why your scores are much lower than they should) to reduce heat or your computer completely shuts down like you've just pulled the plug. You should update your BIOS since the fan speed is pretty low at 2220 rpm and it's supposed to spin at a much more rpm ~4000rpm or more if your processor is very hot. I am now positive that the CPU's heat spreader is not making good contact with the heatsink. Therefore your thermal paste has failed and is in dire need of replacement. Buy some Arctic silver 5 thermal compund for around $10 online and repaste your CPU. You should notice immediate bump in performance. The optimum temperatures for CPUs is around 30 - 40 oC idle and 50 - 65 oC full load depending on the room temperature.

I replace the fan, update bios but nothing improves the temperature, fan speed is same.....
what should i do next?
