I'm currently experiencing a fps lag in all the games I play on my laptop, and my laptop is really slow with everyday use too.
I have a U46E-BAL6
CPU: Intel 2nd Gen Core i7 i7-2620M, 2.7 GHz
RAM: 8G
GRAPHICS: Intel HD Graphics 3000
Is there a reason for this?
Try Getting the latest drivers, Your graphics 3000 shouldn't be lagging that far behind.
You can have Intel automatically scan for drivers using the application in this link : Intel® Driver Update Utility
And if it is slow with everyday use, do you ever clean and defrag? If not then you can find instructions in this link along with various other tips to help supercharge windows 7:)

Another thing is that the graphics card isn't exactly the best for gaming and such, but it should handle.
I have updated my drivers, and tried the games. But I'm still getting spikes here and there, for example, the fps would drop down to 20-40, and then go back to normal. This is super frustrating.
Another thing I've noticed is that sometimes I couldn't click on my taskbar and different windows, like it wasn't responding. Then I had to ctrl + alt + delete, and it would go back to normal.
You might want to check for your CPU core temperature since if your CPU is hot, the Turbo Boost on your CPU and GPU (HD 3000) disables and your CPU can even throttle down to less than 1.5 GHz, leading to sudden fps drops and slow everyday use.
Nobody has asked what games you are playing and at what graphics settings? Also is this in singleplayer mode? (just want to rule out your connection)
I am already using the lowest settings. It still lag spikes all the time. The games I play are crossfire and League of Legends.

If you updated you system specs and upload the files a week back when you posted you could have got a proper answer....
My 1 simple question to you ............ What are you trying to accomplish by playing those heavy games on your ASUS U46E laptop ?????????... when the games min requirement is

You do have a few BSOD... the last being on the 07th Aug 2012... I am not sure if you resolved it but just for your information... all the dumps point to BugCheck 9F ...DRIVER_POWER_STATE_FAILURE
