Windows 7: Reinstall Tablet PC service in Windows 7

I unfortunately disabled (or perhaps uninstalled?) my Windows 7 64 bit Home "Tablet PC service" in my Toshiba laptop and it is no longer visible in msconfig to restart. I do not use a tablet but apparently Windows 7 "Snipping Tool" needs the Tablet PC service and now the Snipping Tool takes a good 15 seconds to start in my i7 8GB system.

I ran sfc /scannow as an administrator and it found no problems.
"Windows resources Protection did not find any integrity violations"



The file TabTip.exe is also still present in
C:\Program Files\Common Files\Microsoft Shared\Ink

How do I re-install or regain the Tablet PC service?
