how much effective memory bandwidth degrade when put PCI 3.0 powered

how much degradation of effective memory bandwidth when put PCI 3.0 powered GPU like 680-660ti over PCIe 2.0 x16 ????

bzz currently I am running gtx 660ti on PCIe 2.0 x16 and effective bandwidth is 3000 Mhz
which is half of effective

and while running Battlefield 3 , skyrim , GTX 4 episode liberty city at its Maxout quality + 4xMSAA
gpu utilisation is between 40-60 %

please guys share ur experience of such evidence with me
