When I render with C4D, is it normal for my cpu to go up to 100% usage? I'm worried cause my fan is kind of making noise that it doesnt usually do.

Yes it is normal. It is also normal for the fan to get louder when the CPU is under load as it has to spin faster to help keep it cool. There also isn't much you can do with a laptop short of getting something like a laptop cooling pad.
Absolutely normal. Possibly you can limit CPU usage somewhere in the renderer's settings (I don't know), but it will result in much longer rendering times.
If your noise is a high pitch whine then it could be electrical noise. The PWM on some motherboards tend to coil whine when the CPU is under load because of the PWM having to deliver extra wattage to the CPU. As much as I hate to recommend it, stick your finder in the cpu fan momentarily, not for to long that your system overheats, just long enough to see if the noise continues. If it does then you have coil whine on your motherboard & the only way to fix that is with a replacement. If the noise doesn't persist then you could possibly replace your fan.
It doesnt make a lot a noise. I think the fan is just working harder to keep cooler. Its taking all the hot air out
