Question about sfc /scannow on Recovery Disk

Hello. For a while I have kept a copy of the Windows XP, Vista, and 7 recovery disks on a live USB. However, when booting from one and attempting to use the sfc /scannow command, it says that a repair is pending and to reboot and run sfc again.

However, there isn't one running, so the command can never work.

Why doesn't it work, and is it because it's being done from a repair disk?

I want to know because these disks take up several hundred megabytes on my USB and i want to free up space if they can't be used to fix Windows.

"startup repair" does it run as well. And it runs fine if you do it the right way!
sfc/scannow runs on the current RUNNINS operating system, so the recovery environment itself. That's not what you want.
SFC /SCANNOW : Run in Command Prompt at Boot
Do you have a "system reserved" partition? please post screenshot of disk management as well

Hmm. I tried that with the offbootdir and offwindir arguments I didn't know I needed, but it said "Windows Resource Protection failed to Start the Repair Service" or something close to that.
