    Thats Windows UAC protecting your computer.

    You can turn it off using this, but I do not recommend you do that:

    User Account Control - UAC - Change Notification Settings

    Its blocking me from saving to flash drives. What do i do?

    i have uac turned on and i dont get blocked, is your uac all the way to the top on the slider ,if so drop it one notch to 3quarters on.

    Agree with boohbah, mine is set like that and I have no issues saving on USB drives and flash drives. UAC is useful to keep malware from getting full access to the machine, be sure to leave the screen-dimming, otherwise it's useless (as it isn't just "screen dimming", it locks out any input other than mice/keyboard, so malware cannot simply bypass it by disguising as keyboard/mouse)
