Slowdown in games and sometimes desktop

Started having a few issues with Video Games I play, ie (Counter Strike GO, Metro 2033) slowing down and seeming laggy every now and then, CS GO happens randomly, but Metro 2033 usually only does it when there is a bomb blast for example that puts lots of particles out there. On the Desktop sometimes my mouse will seem laggy and slow for a brief second then return to normal. And I have noticed when I open Itunes, it takes 15 seconds to open, otherwise it looks like it is frozen, (I have the program installed on main drive and music is located on second logical drive).
I run AVG paid, and Have used ToolWiz, Sisoftware Sandra, and a few other programs to diagnose and chekc the health of my pc and have found nothing wrong with it.

    System Specs:
CPU: AMD Phenom II x6 1090T
    MOBO: GA-970A-UD3
    RAM: 16GB (4x4GB) DDR3 PC 1600 running at 1600Mhz
    GPU: AMD Radeon HD 7850
    OS: WIndows 7 x64, Installed on Kingston Hyper x 3K 240GB, (105GB used, 118GB free)
Logical Drive: WD 1TB 326GB used, 604GB Free

Its not too much of a problem, but more irritating than anything else, although does tick me off when it does it during FPS gaming with CS GO.

What is your FPS (frame per second) with any of these games run? You can check that out by running Fraps (FRAPS show fps, record video game movies, screen capture software). It's a free program that will tell you the FPS that you run with any game.

Repost the FPS for both the games so I can see how I can help you

That one is pretty simple, console commands for those.. CS GO runs 118 fps and Metro 2033 running at 85 with all stats turned up.
Doesnt quite explain the mouse issue though. Or the slowness in some programs and windows that happens.

I brought my issue onto the forums for toolwiz and accordingly my post has been deleted by administration. I guess they do not like being questioned about flaws in their product.
