Toolbar added to taskbar looses previous functionality

I have my user folder added to the Windows taskbar.
Up to a few days ago when clicked it would open and display contents, Still does,-
then I could hover a folder and contents would display, -Still do,-

I could then click that folder and it would open in explorer, or any individual file would open in appropriate program- This no longer happens

I now have to use Explorer proper to navigate to file/folder and open it there.

What happens if you hit the print screen button to get a screenshot? You can trim/crop it via Paint.

Solved: I normally "Hibernate" my 'puter, I don't do a restart for up to 2 weeks at a time. So I adjusted my mouse click speed to be slower, but this didn't help. So decided I would do a restart, BUT surprise, surprise I couldn't select the "Restart" option from the drop-down, or any option other than "Shut down" I did a power-button shut down and upon restart the "lost functionality" is back.
