Are you referring to Windows 8?

If so, then it just to defrag a HDD or trim a SSD.

Windows 7 Home Premium x64

Some third party programs, defraggers especially, will "optimize" a disk/drive by moving your most used programs/app.'s to the outside rim of the drive. It spins faster there than more inward. Obviously it doesn't apply to a ssd, but I have noticed a difference on a spinner.
