Requesting Help with this Windows Error (Windows Installer)

That is my error, there are many like it, but this one is mine.

I do not know why all of a sudden a few weeks ago, the installer has stopped working. I'm trying to get as much help as possible and hoping that you guru's can help me out.

I have also noticed that when I try to install something I get that error, if not. Then something very similar to it.

After some frustration and investigating I had a look into my Windows Services and found this.

Yeah...I tried to Start this service and this is the error/window I get after the halfway mark

Perhaps I could succeed in starting this service in Safe Mode? I have not tried it yet.

You could try an SFC scan or a Sytem Restore
