How to find out which programs are using the resources?

I have a problem, but I'm not sure if it's due to Windows 7:

There is a test SW running on Windows 7 and a system under test on a board.
It seems that there are sudden 1 - 3 second gaps in the messaging between the board and the test SW.
It seems to happen 1 - 3 times during a 1,5 hour run.

Does anyone know a good way to find out if it's Windows 7, and if it is, what in Windows 7?

    [edit]

I forgot to mention that the connection uses a separate NIC and it's UDP/IP by IP-addresses.
No DNS or DHCP is involved. The connection is set up as a persistent routing using ROUTE-command.
