Start Menu shortcuts won't delete

For some reason whenever I try to remove shortcuts from the start menu (by right click>remove from this list), it doesn't do anything. It used to work, but I did something (I don't remember what I did, sorry. I think I did something in the Control Panel maybe?) and now it doesn't work. Can anyone help me?

By shortcuts I mean the icons that are created when you use/install a program, I don't know what it's called. It works for the ones that I pinned there, but not the others

Start menu shortcuts not working
