CPU Usage 100%, even when idle

My Laptop was never run into this problem. My laptop (axioo PICO DJV) is became REALLY slow and laggy this very day. When i open the taskmgr it always said that the CPU Usage is 100%, even when windows is idle at the desktop with no any program running. I've tried many repairing utility (cleanmgr, defrag, uninstalling rubbish programs, readyboost, even System Restore) and none of them worked. The processor became really hot and always at the limit spot of 1,666 GHz, even when the windows is idle. Is there any way to fix it? since I can't use my laptop now because all programs will gone not responding. (sorry about my bad english, I didn't knew much)

Work through the Troubleshooting Steps for Windows 7 especially focusing on establishing a Clean Boot, using Process and Resource Monitors to monitor high usage patterns. If you'll report back results of each step we may have others.

Thanks, I've done all you said, and there's something really fishy when I opened perfmon/resmon/taskmgr. There's a process called DWM.exe , which used around 50% of CPU usage. Is it safe to kill that DWM.exe? I'm having a trauma around a long time ago, where explorer.exe uses a lot of memory and CPU, I immediately kill it and my explorer.exe became corrupted and i have to reinstall the OS. So, is it safe to kill DWM? ?

That's Desktop Windows Manager which controls all the functions of your desktop, so no I wouldn't kill it.

What you can do is edit Visual Effects which use a lot of RAM. By unchecking animations,fading, sliding, dragging intact, selection rectangle it saves a lot of resources but also doesn't look any different. See here: Optimize Windows 7 - Windows 7 Forums

Make sure you also have a perfect install same as given in Clean Reinstall - Factory OEM Windows 7.
If not I'd invest the time to experience pure Win7 performance.
