The Seagate drive is actually an internal SATA HDD and as you noted it was the major cause of the slowdown. It seems like the problem stemmed from using the Windows system disc image software. I had saved an image of the system SSD on my storage HDD. This must cause Windows to look at the HDD during startup. I ended up backing up the HDD, doing a diskpart clean, and formatting. I will use another program to image backup the SSD from now on. I found out about this issue/solution from here: Slow SSD Boot with long OtherKernelInitDuration delay

So the HDD format got me from 50s to 27. Deleting ATI bloatware and installing only an extracted video driver plus switching from AVG to Avast got me down to 20 seconds. Chkdsk came out with 0 errors and I updated all of my drivers/BIOS while trying to fix this issue before posting. SATA is set to AHCI.
