How to edit bcd to add a recovery partition

Ok guys, help me solve this problem. I Need to do this:

Recovery Partition - Create

But from command line, because I cannot use easybcd (can't start it dll missing possible corrupted .net framework that can't be repaired)

So someone can help me figure out the commands?

What about uninstalling net framework and/or reinstalling it from here?
