Since startup repair and using the command line to run sfc are all I'd be using it for, is it necessary to have bot the x32 and x64-bit installers, or would either one work for using the command line from the recovery console?

You an open the Command Line using Shift + F10 at first screen after booting, so it doesn't need to enter WinRE. But you should be able to run WinRe to use Startup Repair which automates most of the repair commands and is the modern method. So I would boot the matching bit-version for that reason.

This may be the reason you're having the Repair CD on stick rejected, if you're trying to run Repair with a different bit version, or SP version. Or it could simply be a bad write, as I've not seen the Repair itself written to stick successfully before except once with Win2Flash which then wouldn't work again.

Well I got both the 32 and 64-bit ISOs.

    1. I extracted the 32-bit ISO to a folder using 7-Zip.

    2. I extracted the install.wim thing from the 64-bit ISO.

    3. I used ImageX to put all the installations from the install.wim into the x86 install.wim

    4. I recreated one ISO using ImgBurn (I don't want to pay for UltraISO).

    5. Since I'm waiting for a 16GB USB drive to come in the mail, I tried burning the final ISO to a DVD with ImgBurn. It successfully burned and verified, but when I went to boot from it, instead of the "press any key to boot from DVD," it was just blank, and my computer moved on to booting from my hard drive.

    So what went wrong?

You don't have to pay for UltraISO. I wouldn't have suggested it if so. There's a clearly marked button to Continue Using Free Trial.

Write the ISO for your bit-version to stick following these steps: UltraISO Software To Create Bootable USB Flash Drive

Well slightly different but similar results. I was to kind of use UltraISO, but when I tried to make the image with the new x86 folder, it said the trial was limited to 300MB. Anyways, I made the ISO again with ImgBurn. This time, I got a Windows Install popup while in Windows. I went through it a bit and all x86 and x64 version were there, so for the most part it worked! However, when trying to boot from the DVD, there was still no "Press any key to load CD/DVD" or whatever it's supposed to say.

So the ISO is good, and will correctly allow me to install (repair) any Windows, but it will not boot correctly.

I installed Virtualbox to test the ISO itself, and it is indeed something with the ISO that is making it unbootable. Not sure what it is though.

EDIT: Turns out I hadn't set the disc as bootable when I created the ISO. I've changed the settings and it's rebuilding the ISO. Fingers crossed!

EDIT AGAIN: It worked! Successfully loaded in Virtualbox and had the repair option and all OSs. Now hopefully when I get my USB all goes smoothly and YUMI accepts it.

Sigh. Well I burned it to a DVD, and tried it on my PC. It booted correctly, and found my OS, but then it said it wasn't compatible with my version of Windows. It must be seen as a 32-bit disc. So it can install any version of Windows, but this means I won't be able to repair any version of Windows, or did you say something about skipping to the Recovery Console?

I would just burn a 64 bit Install DVD for your present situation.
