Windows 8: Random CPU spikes and performance lag

I've been searching for a problem I have been having, and came across a thread, explaining the exact symptoms of the problems I've been having. So I'm just going to copypaste the details from that thread.
This is the original thread: Random CPU spikes and performance lag
    Problem:
-My computer is getting random performance lags that last 3-5 seconds.
-The cpu usage will jump when it happens; anywhere from 50-100%
-It's completely random and is very hard to catch but it happens when I'm:
    a. browsing the internet with only firefox open; engaging in miniscule internet activities.
    b. watching a youtube video at any pixel size.
    c. playing a software intensive game.

    symptoms:
    -Computer slows but doesn't freeze
-the really bad spikes are up to 100% cpu usage; usually though they are 70-80%.
-Video sound gets distorted and choppy; like if you have an injured CD that still plays right through the scratches but gets all choppy sounding.
-often times the mouse pointer will, all of the sudden, be trailing during the strange slow motion performance lag.
-Happens offline as well, so it's defiantly not the Internet.
As with the other thread, these are the fixes I've tried as well:
    fixes I've tried:
-Cleaned out entire case fans, vents, cpu heatsink.
    -disabled home network
-made sure all drivers were up to date for everything in my computer
-ran malwarebytes and also my av of course

Some extra information: My services running http://prntscr.com/1d7hvk http://prntscr.com/1d7hyj
    Startup: http://prntscr.com/1d7fsd
Note- I am sorry I could not attach these to a thumbnail, for some reason when I tried it just appeared as blank space, with no screenshots.

Okay, this is just my hunch but it seems like it's due to Windows 8 performing "automatic maintenance" that defrags HDD, perform quick virus scan, etc. You can read more about this exclusive Windows 8 feature here: Automatic Maintenance (Windows)

Note that this automatic maintenance happens in the background, and most users don't even know that it's running unless they looked at the action center system tray icon.

To change the schedule time for this "automatic maintenance", follow this tutorial here: Automatic Maintenance - Change Maintenance Settings in Windows 8

To stop auto maintenance, follow this too: Automatic Maintenance - Manually Start or Stop in Windows 8

    Hope this resolves your issue.

Unfortunately, I have this off. It's scheduled at 3:00 a.m. and this issue that I'm describing happens throughout the day sometimes.
I have a feeling that it could be due to overheating. I will try to monitor the cpu and graphics card heat when this occurs.
It's summer right now, and I'm trying to keep my room as ventilated as possible.
