this is with the system busy doing compression with 7-zip in the background with multithreading option (5 or so threads left over unused and most only partially used). i7-3970x.

I don't understand this. why am I getting so little usage of the cpu on 7-zip? just disk bound? or is
    7-zip a something.7z -mmt -v4600m
is it only doing "nice" mode? I may have to force 12 threads...
almost everything only uses a certain 8 out of 12 threads, unless I bang on the cpu by firing off a hole bunch of parallel compile jobs.

I am wondering, is there some sort of setting in windows that can cancel this throttling? how should I set [windows-logo-flag-key]-[pause/break]?
or is this something that's built into the cpu to prevent overheating?

Does anyone know what it's actually measuring? I'd got a load of browser tab's, you tube video and Procon running when I tested.

Here's a fairly simple explanation Ryan, I didn't know either.
