Windows 7: svchost.exe High CPU/Memory + sqlservr.exe High CPU

svchost.exe High CPU/Memory + sqlservr.exe High CPU

So after many hours googling for a solution, here I am posting what I have so far hoping someone else will have a clue as to what's going on.

First issue, one of my svchost.exe's will sporadically jump to anywhere from 10% to 25% CPU usage and memory usage will climb to a peak around 1GB over the course of a few minutes and I guess the garbage collector kicks it and it goes back down to 0%/15MB usage. If I right click on the process and "Go To Service(s)" it shows no services running under it. The exe is running from C:\Windows\SysWOW64, I've scanned it with VirusTotal and checked the modified date ect, it looks clean. I've run Svchost Viewer and the svchost PID (From resource manager) doesn't show in the list of svchost's. I've tried turning off Windows Update, updating my Intel SATA drivers and running a full virus scan with Spybot 2 & SuperAntiSpyware (Both up to date).

And my second issue that is probably related as it's appeared at the same time is sqlservr.exe CPU usage also sporadically jumps to 10-20% for minutes at a time but never at the same time as svchost.exe. The high CPU service running under sqlservr.exe is MSSQL$SQLEXPRESS.

And a third issue that I couldn't fit in the title that leads me to believe it's a virus, Action Center says "1 Important Message" and below "Potentially harmful software detected (Important)" When I click it Windows Defender fails to start with this error.

That's all the useful info I have I think so I'm open to suggestions.

svchost.exe is now showing under Svchost Viewer and it definetly has no services running under it. And if I end the process it just restarts itself a couple of minutes later.
