Lets try this

Copy and paste the code below into Notepad. To open Notepad, click on . Inside type notepad and then press <ENTER> button .

Code:
@Echo off
pushd\windows\system32\drivers\etc
attrib -h -s -r hosts
echo 127.0.0.1 localhost>HOSTS
attrib +r +h +s hosts
popd
ipconfig /release
ipconfig /renew
ipconfig /flushdns
netsh winsock reset all
netsh int ip reset all
cls
echo Script finished.
pause
del %0
In Notepad, click File and then Save. Type reset.bat inside file name section . Change Save as Type to All Files, and then save the file to your desktop. After the file is saved, right click on the RESET.bat choose . Once it's finished running, restart your computer. Check to see if your Internet connection is restored.

Actually this may be much ado about nothing....

Both in IE10 and Chrome I'd saved whatever page of this thread was current as a Favorite (or Bookmark in Chrome). Maybe the browsers weren't particularly happy with that arrangement, because as soon as I changed the bookmarks to the Performance and Maintenance page of the forum both browsers seem to work just fine.

I just don't get why continuing to hit the Refresh button in IE would eventually bring up the page of this thread that I'd bookmarked.

Our ISP is called Windstream.

Yes. I copied and pasted and ran the reset.bat as an admin from my desktop. But it made no difference in the IE problems. Only when I deleted the Favorite for this topic, and added one for the whole sub-category did IE10 start behaving.

I, of course. don't get it.

Already done that (before the reset.bat), but I'll do it again.

Yeah, there's still something wrong with both browsers. Changing the favorite / bookmark was only fool's gold.
