Reinstall the AV to get it functional, then go into it to turn off its Real Time protection, uncheck it in msconfig>Startup and >Services, reboot, then uninstall the AV without it running at all.
You can then install Microsoft Security Essentials
Followed your instructions and I believe it was effective! Super effective I might add. Weird that AV creates lag
Most AV program will have a routine it does just before or during booting to detect crap before Windows starts.

Work through the other Troubleshooting Steps for Windows 7 starting with a Clean Boot.
Disable MSE and turn on built-in Windows Defender to check difference.
Disabled MSE and actiavted windows defender. Problem is still there
Work through the rest of the Troubleshooting Steps for Windows 7 including the hardware tests.
Phew finally back, went through steps 1-3 again just to check. Step 4 requires me to use Event Viewer>Custom>Admin view, I started checking event viewer for like 10 minutes and I could not for the life of me find the custom option. I clicked the link in the guide but it did not explain where the custom button is.
