Computer freezes every few seconds, distorted cursor

Hey people, I've been just browsing reddit and suddenly my computer froze for like 5-10 seconds, along with the mouse. Ever since then it started freezing randomly every few minutes and 100% when I start a program/ load a webpage. Te mouse pointer stopped changing when I highlight it over a link, and also when I highlight text it becomes yellowish, with the top being green. This happened to me a while ago, I've scanned my computer, browsed for it but nothing, so I just reformatted my PC and it disappeared. I don't want to reformat it again. Help?

Edit: Also, the mouse cursor sometimes disappears completely. My game performance has also dropped by around 30 fps.

Second edit: Here's a video on how it looks like: http://www.youtube.com/watch?v=NVhQ1...ature=youtu.be It doesn't happen so often when I'm not recording, but this is how it looks like.

More info: If it freezes when I'm watching a youtube video sound keeps playing but the video's stuck forever.

At least someone's trying to help. I'm not home right now, so I can't try this out, but i'll try it when I'm back home. Thanks!
