If sfc is missing then it could be serious infection. I'd run a full scan with Malwarebytes
If you can't insert the file or get SFC to run from the Command Line as shown in SFC /SCANNOW Run in Command Prompt at Boot, I'd do a Repair Install.
However if this is factory preinstalled Win7 its the worst possible install one can have of Win7 anyway, so I'd strongly consider doing a perfect Clean Reinstall - Factory OEM Windows 7
