Windows 7: Accidentally set max memory to 2kb now won't start up. Please help!

It is this setting in boot BCD menu!
Code:
bcdedit/deletevalue   {default}   truncatememory
You can enter the command from advanced boot options->repair your computer->command prompt

You are correct. The BIOS RAM setting is in Cmos. But he changed it in the OS.

Excel won't start, out of memory.
This is ridiculous, I have 16 RAM! I use excel quite often and have not come across this before. None of my office 2007 will start. The program runs of the 120gb ssd. Maybe that is the problem?

Added Memory Now No Start
I just installed tow new memory sticks on the XPS 8700 to give a total of 16G and now it won't boot up. I hear a noise and a green light in the back comes on and then goes off but that's it.
