stuck in startup repair loop, startuprepairoffline

    Pleas I need someone's help

My computer is stuck in a startup repair loop. I am running win7 64bit I think that is what the recovery disk says anyway. My husband bought this computer off of a friend of his and the disk says 64 but when I am in command prompt it says win32 so if someone can clarify that for me it would also help a lot.

    anyway the problem signature reads

    Problem event name: StartupRepairOffline
    problem event sig01: 6.1.7600.16385
    problem event sig02: 6.1.7600.16385
    problem event sig03: unknown
    problem event sig04: 21200078
    problem event sig05: AutoFailover
    problem event sig06: 11
    Problem event sig07: NoRootCause
    OS Version : 6.1.7600.2.0.0.256.1
    local id: 1033

I have tried to run the recovery disc it will not prompt on restart, I went into the bios and tried to change the boot priority, the only thing I could think that the dvd/cd drive could be is the internal optic drive since dvd cd or removable where not in the options. I have tried a system restore but there are no points listed to go from. and I have tried to start in safe mode and it stops loading and stics at
    \windows\system32\drivers\classpnp.sys
