Computer Slow FPS like performance

i got this problem a few days now , when i open my laptop using windows 7 the application start become slow and when watching video ,the video itself become in slow motion. The way to describe it is that my windows 7 FPS is dropping from 60 to suddenly 20 ..i have dual boot in my laptop and when i boot into windows 8 ,
the problem is gone and it started again when i boot into windows 7

if someone can help me pls write your solution below

my laptop specs is
CPU:intel i5-3210m
GPU: nvidia 610m
OS : Windows 7& Windows 8

thnk u very much for the reply..i did run the nvidia beta 331.93 on the windows 7 and non beta 331.82 on the windows 8 ..i will try reinstall the non beta on my windows 7

i found out what the problem is..
its the display driver.exe in the driver folder.
i deleted the folder and the problem is solved
and i want to know what i deleted because it seems important for some reason.
here the image of the program in that folder
