How to completely Automate the Windows Repair tool

As we all know if windows fails to boot due to some sort of error it will boot into a repair utility. I would like to find out if there is anyway to automate that process so that no one has to actually be sitting in front of the PC/VM and select the startup repair tool and click "finish" when its done. I want to take the human interaction out pretty much. I there a way to do this?

    Automate WinRE

My department administrates a lot of 2008 R2 and Win7 VM's. The way these systems are configured they are are headless (no direct human interaction with the OS itself). I wanted to know if there is a way to make the startup repair tool automatic so no one has to actually tell it to enter the startup repair utility. I want it to do it on its own: repair the issue, and then boot into windows. Is this possible?
