User Permission Settings, Regedit dll, wmimgmt.msc security malfunctio

Somehow, the user permission settings have been changed to 'everyone' and I cannot get access to

    A) Regedit
    B) Run as administrator
    C) wmimgmt.msc nor
    D) Microsoft Security Essentials (for update)

I have installed and run updated malwarebytes, also, cleaned %temp% and prefetch folders; What steps can I take to regain access to my computer? *I do not have the installation CD nor backup restore point.

Here are links I've used so far to solve these problems:
    A):Cannot access regedit.
B):No Run as Administrator option on an admin account
    "Everyone" group vs "Users" group
    C): ...
    D): ...
