High CPU Usage At Random Times Unless A Task Manager Is Open

My problem is basically what the title says, I have dual core processor where one core gets loaded to almost max and the other one at 20%. I can tell this by a CPU monitoring gadget and I have no clue what to do. If you google the problem you come up with delete igfxupdate.exe, but i haven't seen that file and there's no way to find my file, that I know of cause it stops whenever A task manager is open. whether it be windows process explorer or some other. I've run all the maleware programs under the sun and i'm at a dead end right now. Any help would be appreciated.

Run for a while in clean boot. If the problem does not happen, slowly put the services back making sure that the problem does not occur. When the problem is service is back the problem will happen.

Ok so I found that svchost.exe werfault.exe and wmiprevse.exe all close whenever i open task manager. People have said that wmiprvse.exe could be the problem but it has come up negative. So if anyone has an idea about whats causing it know that'd be great.

Try the clean boot as in my first post.

I found this old thread by a search but have noticed the same problem. I look up and see my processors hammering, so when I open up the task manager they stop. It is like malware. virus that is aware of my attempt to identify it. It is random and I believe I saw the %20-%30 load on IE for a second before it stopped after opening the task manager. The pages open are Yahoo mail and Facebook. I just did it again...I closed Facebook tab and waited with no change, I closed Yahoo home page and bam within 2 seconds the CPU usage halted. I don't know if this is specific to Yahoo only but at least other users in the WWW who may find this will have an idea of why.
P.S. Facebook also uses up a lot of page file which if you run a SSD should be kept on a separate installed standard hard drive.
