windows wont boot without running memory diagnostics

When ever I properly shut down my system it wont boot normally. Here is what happens:

It goes to the screen "Starting windows" and gets stuck.
I press the power button, and then press it again to start the system.
I am given the screen with two options: run system repair and start windows normally.
    I chose system repair.
And after system repair starts it takes like half an hour to get to the screen with the option: restore to a previous restore point.
I chose no and the system repair starts again.
And at the end it says that it was unable to find any problems and weather I need to see advance options
in the advance options I chose run memory diagnostic.
The system reboots and starts memory diagnostics.
And after completing the test it again give me the screen with options start system repair or run windows normally. I chose windows normally and it boots
After booting I am given the message that windows memory diagnostics did not find any problems with the memory

This is how I boot my computer right now, but i really dont like it. Please tell what might be wrong and how can i fix this.

    Thanks in advance.

To begin with, please complete the My System Specs.
It helps when we know what system you have.
Here is a tutorial for you...
System Info - See Your System Specs

This program will help you gather the data to enter...
Speccy - System Information - Free Download
Press the Download button, NOT the Buy Now button.

3RRORCODE - Your specs looks good. However, if you want technical assistance, you need to open your own thread, not ride another member's thread, even if the symptoms are the same.

    Fix

I fixed this issue by running an inplace upgrade of Windows 7. This would support an OS issue and not a hardware problem.
